Dear Sir:

As you no doubt are aware, Consumer's Power Company, has been trying to get a permit to construct a nuclear power plant in Midland.

As you also know, there has been generated a great deal of discussion concerning this plant.-

I am not completely knowledgeable on the discussion that has surrounded this project.

I am aware that we in this area desperately need this plant because of the high comparative cost of alternate sources of power availabic in this area.

What I want to know, is what is the delay that is being en-countered en the issuing of this permit?

I am aware that there are many other nuclear plants in the U.S.

What is so different about this plant as opposed to the other plants that causes this delay?

It seems to me that one job of the AEC should be to publish standards for the construction of nuclear power plants.

Is this correct?

Either the proposed plant meets -

these standards or it does not meet these. standards.

If it meets these standards, then a license should be a formality.

If it does not meet these standards, then Consumers should be told in what canner they fail so they can make the neces-sary adjustments to meet the standards.

If, on the other hand, the AEC does not have'these standards established, how can it function?

The impression I Eet from the proceedings is that the whole issue seems to have degenerated into a popularity contest with the AEC trying to determine which side holds the most political influence so that it can rule in favor of that side.

Is this the case?

Is not the commission a body to determine 3

the feasibility of a project?

Has the commission' spent so much time procrastinating concerning this project because it does not have the technical knowledge within i'self to rule upon t

this project?

If the AEC does not have technical knowledge in the field of nuclear power generating, then what is the commission doing licensing others to construct ' nuclear power generators?
