Dear Mr. Chairm.in:

The proposc<1 order submitted by Dow is in general principic acceptahic to un.

The time to reply to the draf t statement should be extended to 15 dayn af t.ee receipt of the lant comment by federal and state agcacios inanmuch as Applicant is given time to respond to those comments.

Any attemtit to specify when the Staff must produce the draft or final statement is at odds with the Staff's primary obligation which is to develop all of the relevant facts.

We do not doubt the Staf f's detcrnination to expedite its investigation consistent with its statutory and administrative obligations.

Setting deadlines only interferes with those duties and unnecessarily questions the Staffs dedication.

Applicants suggestion that specification of contentions should procedo presentation of all the facts is inconsistent with the purpose of this proceeding which is first to develop all of the facts.

Ideally and properly tha t development should come from the Sta f f.
