During a teleconference with NRC Project Manager, NuScale Power, LLC (NuScale) discussed potential updates to Final Safety Analysis Report (FSAR), Section 1.4 Identification of Agents and Contractors. As a result of this discussion, NuScale changed Section 1.4. The Enclosure to this letter provides a mark-up of the FSAR pages incorporating revisions to Section 1.4, in redline/strikeout format. NuScale will include this change as part of a future revision to the NuScale Design Certification Application.

This letter makes no regulatory commitments or revisions to any existing regulatory commitments.

NuScale Final Safety Analysis Report Identification of Agents and Contractors 1.4 Identification of Agents and Contractors 1.4.1 Not UsedApplicant and Program Manager NuScale Power, LLC (NuScale) was founded in 2007. The NuScale Power Plant design takes advantage of existing design tools and available nuclear fuel options while leveraging the wealth of knowledge developed through more than 50 years of practical application of light-water-cooled pressurized water reactor (PWR) technology.

1.4.2 Division of Responsibility NuScale Power, LLC (NuScale) has the overall design responsibility for the NuScale certified design including reactor, containment, primary reactor systems and structures (e.g.,

Reactor Building, Control Building, and Radioactive Waste Building). NuScale maintains headquarters in Portland, Oregon with engineering design offices in Corvallis, Oregon; Richland, Washington; and Charlotte, North Carolina. In addition, NuScale has used major testing facilities in the United States, Canada, Italy, France, and Germany.

1.4.3 Principal Consultants and Other Participants Fluor Corporation (Fluor) provided the balance of plant design described in the Design Certification Application from its Greenville, South Carolina office. Fluor, a major stakeholder of NuScale, has extensive architectural-engineering experience with over 40 years' experience with commercial nuclear projects, providing operating plant support services to 50 United States and international units at 29 locations. Fluor and its nearly 40,000 employees work with governments and clients in diverse industries around the world to design, construct, and maintain complex and challenging capital projects.

COL Item 1.4-1: A COL applicant that references the NuScale Power Plant design certification will identify the prime agents or contractors for the construction and operation of the nuclear power plant.
