Three Mile-Island Nuclear Station, Unit I Operating License No. DPR-50 Docket No. 50-289 I. Technical Specification Change Request No. 94 The Licensee requests that the attached changed page replace page 4-85, Table 4.19-2, of the existing TMI-I Technical Specifications.

II. Reason For Change Request This change will clarify the Steam Generator Tube Inspection Program. The C-2 category is applicable if one or more tubes, but not more than 1% of the total tubes inspected in a steam generator are defective, or between 5% and 10% of the total tubes inspected are degraded tubes. In the current Tech Spec Table 4.19-2, the C-2 result is applicable for up to 4 defective tubes (1% of a 3% sample or 1% of approximately 460 tubes) fsr the first sample inspection, and for up to 13 defective tubes (1% of a 9% (3% plus an additional 6%) or 1% of approximately 1380 tubes) for the second sample inspection.

However, assuming the 3% first sample inspection results in only one defective tube, C-2 category is applicable'and an additional 6% inspection is required.

Again, if only one defective tube is found in the second sample inspection, C-2 category is applicabic and an additional 12% inspection is required, even though a total of only two defective tubes were found.

Results of pre-operation baseline inspections have indicated that manufacturing defects have been found at the rate of about one defect per 500 tubes inspected, so that it is not unlikely to be in C-2 category for each sample.

This change will accommodate the probable manufacturing defects without requiring an extensive third sample inspection by allowing the total accumulated defective or degraded tubes to reach the C-2 category limit for the first sample prior to entering the third sample inspection. To verify that any defective or degraded tubes found occurred at random, additional tubes will be inspected in the vicinity of the defective or degraded tubes.

III. Safety Evaluation Justifying Change Because this change only clarifies the existing Steam Generator Tube Inspection Program and is administrative in nature, no unreviewed safety or environmental concern is involved.

IV. Amendment Classification (10 CFR 170.22)

This change is administrative in nature and therefore represents a Class I License Amendment (as defined by 10 CFR 170.22). Enclosed please find the prescribed remittance of $1.200.00.
