50-260 50-296 In accordance with the provisions of 10 CFR Part 50.59, we are enclosing 40 copies of a requested amendment to licenses DPR-33, DPR-52, and DPR-68 to change the technical specifications of Browns Ferry Naclear Plant units 1, 2, and 3 (Enclosure 1).
The proposed amendment requests changes in the technical specifications to resolve ambiguities that exist in light of the more stringent safety policies of the TVA Board and the NRC subsequent to Three Mile Island. Also enclosed is a brief description of the proposed changes to the technical specifications and the reasons or justification for the changes (Enclosure 2).
Because the requested technical specification changes only serves to clarify several ambiguities, we believe that your review can be completed without significant delay. Please make every reasonable effort to have the requested changes approved by September 15, 1980.
In accordance with the requirements of 10 CFR Part 170.22, we have determined this proposed amendment to be Class II for unit 1 and Class I for units 2 and 3.
These classifications are based on the facts that the proposed amendment is an administrative change that has no safety significance for unit 1, and the proposed amendments for units 2 and 3 are duplicates of the unit 1 proposed amendment. The remittance for $2,000 ($1,200 for unit 1 and $800 for units 2 and 3) is being wired to the NRC, Attention:
Licensing Fee Management Branch.
