Dear Mr. Cote:

The municipal officials of the Towns as enumerated below wish to respond to your letter of June 4, 1980.

First, we obj ect to your arbitrary designation of June 30 for comments on, or approval of our local plans.

The twenty-six days between June 4 and June. 30 is not a reasonable period for this important task.

Although we realize that this whole procesa began back in 1979, we never knew of any deadline or even a carget date until your letter.

One wonders if there is not more concern with meeting federal guidelines and pre-senting a good image of Maine BCEP than there is with making sure that each town has prepared the best possible plan for its own citizens.

Some of us have taken the ' Jordan'__ Plan as a rough ot;tline or.

guide.

Re-writing and filling out the guide is time-consuming and thought-provoking work.

Some of us wish to hold public hearings or meetings for citizens input before any plan is accepted.

In any event, we feel that Maine BCEP is making a serious error if it merely passes along the ' Jordan' plan for each local community as being acceptable.

Your agency should request that each town inform you in writing of its position or status on its own plan.

If a Town is still working on a plan er reviewing same, it ought to be allowed as much time as it needs and as much assistance as your office can provide to complete same.

In addition, there are a number of issues which must be resolved e

before any local plan can be considered complete.

Lionel A.' Cote, State Director June 27, 1980 An excuse that a tax advantage may be lost if Maine Yankee commits itself before it has to, is not acceptable.

Protective clothing will be necessary for those with the responsibility of initiating and carrying out the evacuation plan.

Communication equipment is mandatory for an efficient evacuation and printed information must be in the hands of each inhabitant of the evacuation area.

The cost of these items should be the responsibility of Maine Yankee.

Another concern we have is the lack of information about any Where and when do a evacuation, once we leave our own communities.

] children and parents get reunited?

What line ot.- communications will r be available to keep the evacuees notified of what is happening back home?

Who is responsible for the feeding and housing of the evacuees?

In the event that it is necessary for a long term evacuation, what plans are available to insure the safety and comfort of those that evacuate?

These are but a few of the many questions our citizens have which we cannot answer.

We can't agree to any local plan until we know the entire evacuation / communication procedure.

We feel that without an alarm system and proper equipment that this plan is simply an exercise in p' aper pushing.

We need a firm commitment from Maine Yankee for financing an alarm system approved by the towns, protective equipment, communications, and printed in-formation.To cut off the towns on June 30th and consider the evac-uation plans complete is utterly irresponsible and unacceptable.
