Dear Mrs. Olsen:

-:l I am writing in response to your letter to President Carter regarding an l

incident reported on the news in October 1979 concerning the Three flile Island reactor.

I regret that this answer to your letter has been delayed.

The accident and its consequences have created a substantial increase in the i

agency's workload, which has prevented us from responding to you as promptly as we would have liked.

Several i4RC staff task forces have been organized to identify and evaluate safety concerns that originated from the accident at Three Mile Island and that merit consideration in the licensing actions for presently operating reactors as well as for those for which operating licenses and construction permits are pending.

The task forces' reviews have disclosed a ' number of actions in the areas of a

design and analysis and plant operations that will be required in the short term to provide substantial additional protection of the public health and safety. All nuclear power plants in operation or under construction will be affected to varying degrees by the specific recommendations.

In its Statement of Policy and flotice of Intent to Prepare a Programmatic

Environmental Impact Statement of tiovember 21, 1979, the Commission stated that the staff would prepare a programmatic environmental impact statement on the decontamination and disposal of radioactive wastes resulting from the accident at Three tille Island Unit 2.

The statement emphasizes the Commission's intention to coordinate its actions on this matter with the President's Council on Environmental Quality and to provide the opportunity for public comments.

The programmatic environmental impact statement will focus on the environmental issues and alternative methods associated with the performance of these clean-up activities.

The Commission has also ordered that a public hearing be conducted to determine whether Three Mile Island Unit I should be operated and, if so, under what conditions the restart would take place.

Prior to start of the hearings, the

As part of this review, the NRC staff will conduct meetings with

. j the licensee in the presence of the public, and the public will be given the opportunity to raise questions and to make statements. During the hearing, 3i the technical issues that are appropriate to assure the public health and

safety will also be addressed. In addition, the Atomic Safety and Licensing Board has indicated that NRC shoulo consider the psychological impact of future operation on the nearby communities. A copy of the Commission Order that out-lines the issues to be considered is enclosed for your information.
