Dear Mr. Ulin:
This is in response to your letter dated July 2,1980, in which you requested, pursuant to the Freedom of Information Act, records pertaining to 36 categories of information with regard to the Washing. ton Public Power Supply System Nuclear Plant No. 2, Richland, Washington.

El. ton of your firm and Linda Robinson of my staff on July 17 and 18 in which the following information was provided.
Your item one requests a voluminous grouping of internal NRC management directives. In order that you may narrow your request to those issuances in which you have a particular interest, we have encl'osed a copy of the Table of Contents for the NRC Manual.
Your item three concerns findings by the Commission under 10 CFR 150.35(a).
The findings are contained in the Atomic Safety and Licensing Board's (ASLB) decision at the construction permit stage reported at 6 AEC 197.
The Atomic Safety and Licensing Appeal Board's (ASLAB) decision affirming the ASLB's decision is reported at 6 AEC 251.
Records requested under your items 4, 14, 15, 16, 17, and 20 do not exist. With regard to item 20, no evidentiary hearings were conducted; however, one prehearing conference was held, the ultimate result of which was that the intervention was denied and the proceeding was dismissed.
We need your clarification as 'to item 18 since 10 CFR 151.21 refers to the Applicant's Environmental Report at the operating license stage, and does not mention "the Final Safety Analysis Report" referred to in your request.
The document which relates to item 35 is available through the Government Printing Office Sales Program, Division of Technical Information and Document Control, U.S. Nuclear Regulatory Commission, Washington, DC 20555. The price of this document, NUREG-0694, "TMI-Related Requirements for New Operating Licenses," dated June 1980, is $2.25.

Dale R. Ulin, Esquire *'4 We have determined that all records related to items 5, 6, 8, 12, 13, and 19 are available for public inspection and copying at the NRC Local Public Document Room (LPDR) in the Richland Public Library, Swift and Northgate Streets, Richland, WA 99352.
Certain records pertaining to item seven are also in the LPDR. However, additional voluminous background records pertaining, to this matter are located in various NRC headquarters offices.
We have asked the staff to characterize these records in order that you might narrow your request to the records in which you are specifically interested.
All records which presently exist for items 9,10, and 11 are in the LPDR.
It should be noted that extant records pertain only to the construction permit stage, not the operating license stage.
With regard to item 10, there is only an internal working document for the operating licensing stage which is not anywhere near the stage of completion that will be required before it is issued by NRC as a Draft Environmental Statement.
With regard to item 11, no Final Environmental Impact Statement at the operating license stage exists, although one does exist for the construction permit stage.
Transcripts of the preliminary conference re. erred to above with regard to item 20 are also in the LPDR.
We have learned that records related to items 2, 21, 22, 23, 24, 26, 27, 28, 29, 30, 32, 33, 34, and 36 may 'also be located in the LPDR, but that records requested under items 25 and 31 may not exisC However, we are presently awaiting a definitive response concerning'all of these items from the NRC's Region V office located in Walnut Creek, California.
As mentioned during the telephone conversations referenced above, the records subject to this broad request comprise a voluminous amount of materials ~which undoubtedly contain a certain amount of duplication of documents as well as documents in which you are not interested.
Therefore, we recommend that you inspect the records compiled on this plant which have been provided at the LPDR in Richland for public inspection and copying.
