Dear Dr. Denton:
There are transmitted herewith five copies of Philadelphia Electric Company's Safeguards Contingency Plan for Peach Bottom Atomic Power Station Units 2 and 3, dated March, 1979, and revised April, 1980, and August, 1980.
The Safeguards Contingency Plan has been revised in response to the comments transmitted to the Company in the enclosure to Mr. Robert W. Reid's letter dated June 12, 1980.
Since the enclosed, revised Plan contains information relating to the details of the physical security plans for a licensed facility, it is hereby requested that the enclosed documents be withheld from public disclosure pursuant to Section 2.790 of the Commission's regulations.
An Affidavit in support of this request for withholding from public dis-closure is attached hereto.

COUNTY OF PHILADELPHIA S. L. DALTROFF, being first duly sworn, deposes and states as follows:
1.
He is Vice President of Philadelphia Electric Company (hereinafter referred to as the " Company"); he is authorized to execute this Affidavit on behalf of the Company; and he has read the Safeguards Contingency Plan for Peach Bottom Atomic Power Station Units 2 and 3, dated March,1979, and revised April,1980, and August, 1980 (hereinaf ter referred to as the " Plan") and knows the contents thereof.

The Plan, which is sought to be withheld from public disclosure, contains details of the physical security plans for Peach Bottom Atomic Power Station.
3.
To the best of his knowledge, information and belief, the information set forth in the Plan has been treated as confidential and proprietary information and has been with-held from public disclosure by the Company in accordance with the Company's practice of treating all information dealing with the details of security procedures as confidential and proprietary information.

The Plan should be considered by the Nuclear Regulatory Commission as confidential and proprietary infor-mation and be withheld from pub)ic disclosure on the grounds that it contains details of the physical security plan for a liccused facility, such disclosure is not required in the public interest, and such disclosure would adversely affect the interest of Philadelphia Electric Company.
