In the Matter of Docket Nos. 50-277 PHILADELPHIA ELECTRIC COMPANY 50-278 APPLICATION FOR AMENDMENT OF FACILITY OPERATING LICENSES DPR-44 and DPR-36 Philadelphia Electric Comoany, Licensee under Facility Operating Licenses DPR-44 and DPR-56 30ttom Units 2 and 3, hereby requests that the Technical Specifications contained in Appendices A and 3 af :he Operating-Licenses be amended by revising certain sections as indicated by 'a vertical bar in the margin of attached Appendix A pages 234f, 234n, 234o, and 243, by the addition of revised Figure 6.2-1 on page 244, and revised Figure 7.1-1 on page 53 of Appendix B.

The modification of the Management Organization Chart (Figure 6.2-1) reflects executive level changes designed to provide for more appropriate management spans of control and to separate the overall direction of the Company and its external relationships from the day-to-day management of the business. The reorganization creates the position of Chief Operating Officer and assigns the responsibility to the Executive Vice President and further creates the position of Senior Vice President - Nuclear Power. 9 of Vice President - Electric Production being primarily responsible for the Operation and Malatenance of the Campany's Generating Stations, reports directly to the Chief Operating Officer. The Senior Vice President Nuclear Power provides increased executive level involvement in and guidance of the' Company's overall Nuclear Program. He is responsible fo r policy direction to the Vice Presidents of Electric Production and Engineering and Research in areas involving inter-department e f fo rt such as plant construction, plant modifica:!ons, and emergency planning.

Additionally, Philadelphia Electric Company requests procedural changes to section 6.2.1 (page 243) that would streamline the adminis-trative process required for future revisions to the Management Organization Chart oresented in the Technical 3pecifications.

During the refueling outage on Unit 2, scheduled for Spring, 1980, vacuum 'areakers will be installed on the main steam safety relief valve discharge pipes as one part of the modifications to reduce dynamic loads on the suppression chamber. This modificas;on requires the removal of three hydraulic snubber pipe supports (1-GG-S-70,1-GG-S-71,1-GG-S-73) to provide sufficient clearance for the inacallation of vacuum breakers. An additional twenty-two (22) mechanical snubbers will be installed to maintain the seismic class I design feature of the modified safety relief valve discharge pipes. Philadelpbla Electric Company therefore requests
