AMENDMENT TO OPERATING LICENSES NPF-4'AND NPF-7 '

NORTH ANNA POWER STATION UNIT NOS. 1 AND 2

! PROPOSED TECHNICAL SPECIFICATION CHANGES I

Pursuant to .- 10 CFR ' 50.90, the Virginia Electric and Power Company hereby

requests an amendment, in the form of changes to the Technical Specifications, to Operating Licenses .NPF-4 and NPF-7, for the North Anna Power Station, Unit Nos. I and 2.

Specification 4.3.2.1.1 for North Anna Units 1 and 2 requires that a channel functional test be performed ' .on a monthly basis for the Loss of Power cir-cuitry, as listed in Table -4.3-2, Items 7a and 7b. This functional test is a L logic- test of . the' loss of voltage .and degraded voltage portions of the Loss of Power circuitry. ,

t The : Loss of Power scircuitry has been -designed to detect ' a- total loss of ,

offsite power or a degraded voltage condition. - After initiation and a suit-L able time delay,- emergency loads .are separated - from the 'of fsite power source and loaded onto the'onsite power system.

Denton 2 The- proposed change is to make Specification 3.6.5.1 applicable in Mode 4 in addition to the present requirement to have the steam jet air ejector isola-tion valves closed in Modes 1, 2, and 3. Normal operating procedures require the steam jet air ejector isolation valves to be closed in Modes 1, 2, 3, and 4.

This proposed change will not adversely impact station operation. The proposed change does not create a condition more limiting than considered in the station safety analyses, does not change the station bases, and does not adversely impact station safety.

The proposed change to Environmental Technical Specifications 5.3.2.1 and 5.3.3. 2 will revise the delegation of responsibility for performance of the nonradiological environmental surveillance audits specified in the Environ-mental Technical Specifications for North Anna Unit Nos. I and 2. The Supervisor, Quality Assurance Engineering, will be responsible for conducting the nonradiological environmental surveillance audits. He will also prepare the necessary reports and will distribute these reports as required.

As a result of the management reorganization of April 1, 1980, changes to Technical Specification Section 6.0 (Administrative Controls) were required to reflect the organization of a Nuclear Operations and Maintenance Department and a Nuclear Technical Services Department. These changes were approved and issued as Artendment No. 17 to the North Anna Unit No. I license. One of the changes approved in Amendment No. 17 was a change of the former title of Director-Nuclear Operations to Manager-Nuclear Operations and Maintenance.

Additional references to the former Director position have been noted as requiring change for both Unit 1 and Unit 2 and are included in this request.

Technical Specification Section 6.0 is also being revised to add the new position of Assistant Station Manager to the North Anna Power Station -

organization. The Assistant Station Manager will be directly responsible for the safe operation and maintenance of the power station. He will serve in a coordinating capacity to the Station Manager for the of fsite activities of the station. During the absence of the Station Manager, the Assistant Station Manager will also be the Vice Chairman of the Station Nuclear Safety and Operating Committee. The Superintendent-Operations will remain a member of ,

the Station Nuclear Safety and Operating Committee.

As a result of this change, safety will be enhancel by the inclusion of this proposed position since the Assistant Station Manager will improve the coordination of onsite and offsite activities, reduce the work load of the Station Manager, - and provide for specific delegation of responsibility during the absence of the Station Manager.

It has been determined that this request does not involve an unreviewed safety question.

This request has been evaluated in accordance with the criteria in 10 CFR 170.22. Since this request involves a single safety issue for Unit 1 and an identical issue for Unit 2, a Class III license amendment fee is required for Unit No. I and a Class I license amendment fee is required for Unit No. 2.

Accordingly, a voucher check in the amount of $4,400.00 is enclosed in payment of the required fees.
