Dear Mr. Engleken:

IE Bulletin 80-06 requested certain information regarding the

Engineered Safety Feature (ESF) reset controls at Rancho Seco Unit No.1.

A review of electrical drawings has been made to determine that all equip-ment actuated by the Safety Features Actuation System remains in its emergency mode when the actuation signal has been reset.

Testing of the actual installed equipment at Rancho Seco has been completed for that equipment which can be tested when the plant is in operation.

The equipment tested and the test procedures used are listed below. This testing was not conducted specifically in response to the bulletin but the results satisfy the requests made in the bulletin. The remaining equipment cannot be tested until the plant is in a cold shudown condition, and we therefore cannot commit to perform this testing until the plant is in an extended shutdown or at the next refueling, whichever comes first.

3) that the operator could take manual control of the device after resetting the ESF signal.

1 Mr. Engelken June 10, 1980 The drawing review which has been completed and the testing done to date indicate that all safety related equipment remains in its emergency mode upon reset of a safety features signal at Rancho Seco.

For this reason, the District does not propose any modifications, design changes, or other corrective actions at this time.

If thc. remaining testing which is to be completed by the end of the next refue.I.ig outage indicates otherwise, the District will inform you of a proposed schedule for any corrective actions at that time.
