Dear Ms. Minaerly:

I am writing in response to your telegram of April 1,1980 to President Carter.

In the telegram you urged closing of Zion Station and all nuclear plants near populated areas.

The Nuclear Regulatory Comission Staff has currently under way two separate efforts to address the potential problems posed by relatively high population densities surrounding certain nuclear power plant sites including the Zion site. One of the efforts involves the development, revision, and review of emergency plans. This effort is scheduled to be coupleted by January 1,1981.

The other effort is a review of the Zion facilities to determine what additional procedural measures and/or design changes can and should be implemented that will further reduce the probability of a severe reactor accident and/or reduce the consequences of such an accident.

On February 29, 1980, we issued a Confirmatory Order for Zion Station, Unit Nos.1 and 2, amending the operating license. This Order required additional, necessary immediate and short-term actions at the Zion Station for continued assurance that the public health and safety would not be endangered by continued operation there.

We identified a number of extraordinary interim measures to be accoglished by the licensee.

These measures would significantly increase the level of safety at the Zion Station and further reduce the probability of a severe reactor accident.

In addition to the above efforts, the licensee has conducted a short-term risk study of the Zion facility which is presently under review by the staff.

The licensee is also conducting a long-term risk study, monitored by the staff, to assess the Zion site specific and plant specific character-istics utilizing the Reactor Safety Study (WASH-1400) methodology. Additional requirements may be imposed as a result of these studies.
