In response to your letter of June 18, 1980 and to I. E. Bulletin No. 80-15 of June 18, 1980 in above matter, we note that the require-ments related to an Emergency Notification System (ENS) are applicable to fuel facilities with operating licenses.

Licensing proceedings on the BNFP Separations Facility (Docket 50-332) were terminated by the NRC on December 23, 1977, before issuance of an operating license.

At present, this Facility is being utilized in R&C activities for the Department of Energy.

Such radioactive niaterials as are on the site are licensed by the State of South Carolina.

Hence, it appears that the actions specified in your letter and the Bulletin do not presently apply to the Barnwell Nuclear Fuel Plant.
