50-328 In my letter to you dated July 21, 1980, TVA stated the position that emergency response would be coordinated from tla Chattanooga Central Emergency Control Center.

It was also stated that a near-site press center had been established at the IVA Operations Training Center where the press could assemble during an emergency.

During subsequent discussions with the NRC staff, TVA was informed that because of the requirements as specified in the Emergency Planning Rule, the staff was reluctant to accept the TVA policy of a central emergency control center. It was then decided during my meeting with you on July 25,'1980, that as an incerim step, IVA would expand its near-site press facility to provide for a command control function for emergency response.

However, TVA believes that the philosophy of a central emergency response center requires additional discussion and reserves the right to pursue this issue with the NRC Commissioners and staff.
