NRC STAFF'S RESPONSE TO JOHN F. DOHERTY'S REQUEST FOR ADMISSIONS FROM STAFF (SECOND)
The NRC Staff responds as follows to the request for admissions filed by John F.
Doherty on July 8,1980.

Admit or deny that neutron irradiation at low temperature reduces the thermal conductivity of Uranium 0xide, but that thermal conductivity increases after 150 - 200 C.

Yes, irradiation at low temperatures reduces the themal conductivity of Uranium 0xide and the themal conductivity increases at temperatures above 150 - 200.

Admit or deny the Browns Ferry - III nuclear plant failed to SCRAM on a routine shutdown during the last week of June or first week of July,1980.

Since " failed to SCRAM" may not have a commonly understood meaning, a single
" admit" or " deny" is not appropriate.
In the Browns Ferry - III event the reactor power was reduced to a small fraction of the initial power, although some control rods were not immediately inserted into the reactor core.
Even so, an examination of the event indicates that events similar to the Browns Ferry - III event, but starting from 100 percent power and preceded by initiation of some transients, could lead to consequences that would be more serious than in the Browns Ferry - III event but not as serious as if none of the rods were innediately inserted.
