The Commission's letter of July 3,1980, which issued IE Bulletin 80-17, contained a clause to provide for an extension of the time period in which the required scram testing must be performed. The basis for any time ex-tension was to be the impact on power reliability in the region.

The power needs in the region continue at an extremely high level, due to the extended period of very high temperatures which the entire region is experiencing. Long range weather forecasts do not predict any break from the heat wave until mid-August.

Removing a unit from service, even on weekends, during this critical per-iod could place the entire system in jeopardy.

The twenty day clock for per-forming the scrams as required by the Bulletin expires at midnight, July 27.

In order to minimize the extreme severity of removing a unit from service during this time period, we will be required to bring one unit off each of the next two weekends. As confirmed by a telephone call between NERC and NRC today, removing these large units from service will place a severe strain on the electric generating capacity of the entire region.

Due to the unprecedented nature of the present situation, we request a delay in performance of the scram tests required by the Bulletin of two weeks.

If the regional critical power situation does not improve during the two week period, a re-examination of the request may be required.
