The attachments to this letter describe the conditions and actions taken con-cerning this item.

This letter is the Final Report on.this matter in that the Bechtel design drawings have been corrected. B&W will have their drawings corrected by September 30, 1980. The ECCAS has not been installed. The only inplace hardware affected consists of three cabica, two of which have been terminated.

The revised Bechtel Design Drawings deleted these circuits. The Plant vill be in conformance by September 30, 1980.

  • DESCRIPTION (Including references): I On Juna 17, 1980 Project Engineering identified a deficiency on the electrical drawings tr tha powe- supplies to the emergency core cooling actuation system (ECCAS) digital cubryst;ms B&W Drawing 02-5264ND-03 (VP 7220-M1.32-6-5) correctly shows vital bus A Ja the power supply to digital subsystem 1, but intorrectly shows vital bus C as the Pow;r eupply for digital subsystem 2. Power for vital busses A and C is derived from the Dam 2 lord group and the same battery. Thus, a loss of off-site power from the common Bccd grsup coincident with a battery failure would result in a loss of power to both JCCAS digital subsystems, which is a violation of the singic failure criteria of RG 1.53

Introduction:

This report is submitted to provide information on the final Bechtel action pursuant to ifCAR 30 (CCCAS Power Supplies).

Description of Discrepancy:

Durinn the course of review of P&F drawing 02-5264 !D-03 (v.p . 7 2?O-M1.3?-6-;) I by Bechtel, it was noted that the pouor supply to the FCCAS dinital subsystem is shown fron vital bus A and the supply to ECCAS digital subsysten 2 is shour fron vital bus C. The drawing also shous a -15 volt control signal to ECCAF Subsequent review of rechtel digita] subsysten 2 fron F.CCAS analog subsysten 3.

schematic 7?20-n-37a(C) revealed the sanc situation. In accordance with the recuirements or sect. 3.3.3 of EM? balance of plat.t criteria for plant electric systen (PL'? document 36-1004513-00, V .n. 7?20-!11.J-1-1) and TSAR finure 7.7-1 (ECCAS block diagran), the ErCAO dinital nuhsysten 1 should be povered f ron vital bus A and ECCAS digital subsysten 2 fron vital bus B. The -15 volt con-trol signal to ECCAS digital subsysten 2 should be fron F.CCAS analog subsysten 2.

Thus, based on the PM? drawing and the techte) schenatic, a postulated failure event nasuning a -loss of pouer f ron the connon load c,roup coincident with a of the associated hattery, would result in a loss of power to both CCCAF dicital subsystens, since both huses /. and C would be lost simultaneously (see attached figure).

Cause:

The apparent cause of this discrepancy was due to a misinterpretation of the

!!idland plant 120 Vac preferred (vital) power system, specifically which the elec-t rical _. load' grouping. The Midland 120 Vac preferred po'rer syste::,

powers the ECCAS,_is served by a tuo battery schene, where each battery seru s tuo protection channel huses.

The attached Figure shows the two battery schene with the corresponding hus labeling and ECCAS d.icital cubsysten bus assinnments.
