Dear Dr. Quarles:

I 1

I am writing you, with copies to everyone in the Midland case, with respect to your separate statement at pages 30-32 in ALAB-329 dated April 29, 1977.

I respectfully dissent from the suggestions or implications in your 3-page opinion that I knowingly made false accusations  !

i against a judge or other adjudicatory officer or that I L ote a l letter in an effort to force you to withdraw from any adjudicatory board.

I du rot detract from the statements which I made in my' letter to which you refer, and particularly do I not detract from the statement in my letter which you quoted at the bottcm of page 30 of ALAB-395.

1 add.

However, in light of your remarks I do have the following to The meeting to which I refer, to the best of my recollection, was between myself, Chairman Goodrich and Dr. Buck. As I recall, l you were net at that meeting since it occurred on one of the many days on which you did not participate. I suggest that before leveling accusations at me you have a discussion with Dr. Buck and Mr. Goodrich who should remember the meeting to which I had reference.

I have not, before my April 5, 1977 letter, revealed to anyone the matters contained therein. However, I now feel that I am subject to a concerted attack upon my integrity and professional condu' c by persons employed by the Nuclear Regulatory Commission. I believe that this attack is an attempt to intimidate me in an effort to prevent my vigorous representation of clients on issues which are cometimes adverse in the Nuclear Regulatory Commission and the nuclear industry.
