It is our opinion that neither Consumers Power nor any other public utility has connncingly demonstrated that these plants are safe to operate; furthermore, we also believe that the continued construction of such facilitics en the shore of Lake Michigan is quite likely to 7i. '

could la fact result in: (1) increased eutrophication ratos, inclu-ding massive increases in blue-green algac; (2) increases in relative abundance of harmful bacterial species tolerant of higher temperaturcs; (3) disruption of existing food chains via mortality of planktonic organisms,Jand ui.roct and indirect effacts on fishes, involving both mortality to adults and devoleping fry and disruption of seasonal physiological changes associated with spawning.
