Dear Mr. President:

In my own State and across the nation, vitally needed nuclear electric generating plants are facing needless delays which are attributable in large part to cumbersome and outmoded licensing procedures.

I am aware of, and share the interest of, the responsible organizations concerned with protecting the environment.

It seems to me, however, that these interests can be accommodated without the extraordinary delays which we have seen in nuclear licensing proceedings over the past several years.

The Palisades Plant in my State is now in its eighteenth month of hearings; the Midland Plant was noticed for hearings a Yet, no material progress has been made in either case.

'Ihis situation requires an immediate and searching re-examination of AEC licensing procedures. Where the regulations are deficient they must be improved. To the extent that changes in the law are necessary, I intend to press for new laws.

'Dils power is vitally needed If.we are to avoid the brown-outs and black-outs which constitute a direct threat to the public health and safety. In addition, we must have these generating facilitics "on the line" In order to assure the industrial growth which is necessary to the nation's economic welfare.

1 I urge, Mr. President, that the Atomic Energy Commission be made aware of your personal interest in prompt action to correct the unsatisfactory condition of the present AEC licensing process.
