During its i'nitial year, the Cv: 4ssion has made it clear that not only k

was NRC to meet its funda= ental safety and other statutory mmintes, but that we were going to do it more effectively and efficiently.

2 As you know, an i=portant element of the actica program to achieve these goals was the introduction of the use of i= pact /value assessments in evaluating proposed regulatory actions.

Such assessments were to i

serve to make the consequences of our possible actions more explicit, i

through concrete measures such as nu=bers of health effects, or i

dollars-and-cents, or pages of paperwork, etc.

In particular, the 5

Regulatory Requirements Review Co.- ittee was to =ake full use of these

. assessments to do its job better.

3 Recently, I v's told that nine out of nine recent R C actions were based a

on i= pact /value assess =ents, so I asked to see the backup doccments.

The assessments in these documents are a good start and I am very appreciative of this. Rowever, I'm sure we all agree that there is rocs for i=provement.

The objective of this process should be to relate expert ideas and judgnents through concrete expressiens of public benefits acd public costs.

Only in this way can we assure the public that we are not only protecting their safety and the enviren=ent, but we are doing it without unnecessary or counter-productiive requirements.

'I recognire that it's not an easy task to assure safety.

It is even harder to do it efficiently.

But that is NRC's task, and - as I knew you fully agree - we must continue to find ways to do it better.
