,74 Radiographic work on the Containment Building Liner F1' ate is not being doc accordance with the PSAR. Revision 3, Specifiention C-111 was issued on February 1 1974.

This revision implemented the requirements of Amendment 23 to the PSAR. Ilow C-Ill, Revision 3 was withdrawn on February 12, 1974 and from that date on, work wa not being done in accordance with the PSAR.

There is no question on the quality of work done since February 12, 1974 as the interim radiography requirements, which were reverted to, were previously approved for this work.

Nonconfomance Description and Supporting Details:

Bechtel Field Inspection Procedure G-1, Section 3.8 g lista monitoring and reporting degree of adherence to drawing / specification and materici control pro-cedures as a task assigned to the PFQCE.

Contrary to this, there was no record of monitoring adherence to drawing control procedures by the PFQCE or his staff when ekecked at 8:30 a.m. on March 28, 1974.

Furthermore, Bechtel's field Quality Assurance organization identified this problem on January 10, 1974 and letter QCFM-015 from J. P. Connolly to G. L. Richardson dated 1/24/74 stated this would be done monthly.
