At the time the consitruction permit (CP) was issusd for the Midland Plant.

Units 1 and 2, the staff rsviewed and accepted the applicant's calculated Tittabswassee River PMF peak diceharge of 262.000 cubic feet per second (cfs) and the associated stillwater elevation of 631.0 feet mean sea level (ms1). M is level, plus that resulting from windwave action (not then determined) was te provide the design basis for PHF protection.

In Amendment 25, the applicant submitted a report entitled, " Probable Maximum Flooding Near the Hfdiand Site" wherein proposed changes in calculational techniques yielded a postulated PNF discharge of 188,000 efs and. an associated stillwater level of 673:7,' feet asi at the plant site.

The Regulatery staff revie red Amewheent 25 and conducted their own indepeedent analysis using data requested by the staff and supplied by the.applicaat. The staff's anclysis and resnits. indicated that the applicant's propoest (Amendment 25) design basis stillwater level of 625.7 feet asl was not cesservative, and furtherners, substantiated the original proposed probable==w4== stillwater slavation of 631.0 feet nel as appropriate sad conservative. The staff's position was sant to the applicant with the applicant subsequently requesting a meeting to diseoss the Midland PHF. The meeting was held in Bethesda, Maryland on December 6, 1974 and the significant items and eenelusions resulting from this meeting are sinunarized below. An attendance list for those participating ~

(CPC, Bechtel, and Regulatory Staff) is provided in Enclosure 1.

The applicant had evaluated the effect of four upstream dam failures at the time of PMF as input in their calculations for deter =fainE maximum water level at the plant site. The worst condition would be if the

possible " domino" affect, the applicant had assumed total marimum storage behind all four das trould be treated as concentrated at the Sanford Dam furthest downstream. A Sanford Das Failure mode was developed and a i

Sailure hydrograph (Discharge versus Time) constructed. The staff indicated that the applicant's approach to dam failure on the Tittabawassee River i

was conservative and acceptable.

COMBINED PROBABLE MAIIMDH FLOOD i

The applicant stated that studies of the topography upstream of the plant i

had identified an extensive flood plain between the Sanford Dam and the plant site (See Enclosure 2). A FMF combined with a Sanford Den failure 6

would cause in=adation of the flood plain area and analysia had shown i

both a reduced flow and stillwater level of 15,3,000 eft and 625.7 feet as1, respectively.

The Regulatory staff stated that evidence available from very large floeds i

in the Ohio and Mississippi River Basins _ind_icated that flood plain areas do not act as/ reservoirs in determinin,q,_ downstream flows. Large floods i

tend to follouTthe origEn1 river channelii~ downstream. The~appileant i

was informed that a detailed flood smalysia including a two-dimensional l

unsteady flow analyais between Sanford Den and the plant site would be j

required to substantiate any redmetion in the staff position for a PNP stillwater level of 431.0 feet asi. The staff indicated that they did not think a detailed unsteady flow analysis would significantly' lower the PMF stillwater level r,t the plant site.

WTND VAYE RUN-UP CALCULATIONS Ttis applicant provided detailed maps and cross-sections for safety related structures. Based on this new information, the staff concluded that wind wave run-up at safety related seructures would not be severs with the i

exception of the Service Water Psup house.
