Dear Mr. Giambusso:

Babcock & Wilcox has notified us of a change they are making in the specific heat curve for UC2 fuel as utili::ed in some of their transient computer codes. This change vill be reflected in the higher value of the specific heat for elevated fuel temperatures.

The studies necessary to quantify the impact that this revi-sion may have on the safety analyses reported in the Preliminary Safety Analysis Repor are under way. The General effect will be a change in the level of stored energy of fuel as well as in the time response of same transients. 3ased on Babcock & Wilcon's present evaluation, this revision will not affect the steady state analycis because the basic data fron 'inich the cme is derived are valid. It is these basic data that are used for the steady state calculations. The perticular effect on kinetic behavior is determined only by an evaluation of the safety analyses. To indicate the magnitude of this revision, prelicinary calcu-lations on Oconee 2 show that a reduction in the maxinun linear heat rate of less than 1.0 MT/ft should offset the effects of this change in the specific heat.

l We will revise the safety analyses to reflect these changes and submit the revised analyses with the Final Safety Analysis Report. We l

l understand that 3abcoch & Wilcox vill be discussing this information 'elth you on a generic basis in an effort to keep you fully informed of further

)

developments.

)

Yours very truly, j
