- 799 Roosevelt Road Glen Ellyn, IL 60137 MEDIAND NUCLEAR PIANT DOCKET 3 NOS 50-329 AND 50-330 The purpose of this letter is to provide a progress report on the actions which have been or are being taken with regard to the implementation of commitments contained in our June 18, 1976 letter and as scheduled in our June 24, August 30 and October 28, 1976 letters to you.
All of the commitments have been implemented except for the following:
Items 5 and 18 We committed to have Bechtel perform an in-depth study of all of its training iprograms. The study provided for evaluation criteria against which each Bechtel training program was evaluated. In July 1976, 3echtel Quality Assurance issued a report on the results of this in-depth study which showed that compliance with the study evaluation criteria varied extensively among the various personnel groups.
The effort associated with bringing the training programs into full compliance with the criteria has been significantly more extensive than originall'/ antic-ipated. Since July 1976 actions have been taken to bring the training programs for all but 4 of the 13 personnel groups into full compliance with the etaluation criteria. These groups are Field Engineering, Craft Supervision, Field Subcon-tract and Fi. eld Procurement. This involved the review, preparation or revision and implementation of 9 training procedures. Two additional procedures to bring the remaining 4 perscnnel groups into full compliance will be finalized and imple-mented by April 15, 1977.
Item 14 All the commii,ments in this item have been implemented except the commitment for Bechtel to issue a procedure which would provide for documentation of the rationale 8006ISOk

Midland Progress Report on Commitments February 18, 19 77 for not reporting deficiencies which are considered to be nonreportable to the 50 55(e) criteria.
Bechtel has had "second thoughts" regarding this cc:m.itment. However, we have directed Bechtel to comply, and are planning for Bechtel to complete procedural and field implementation by March 15 subject to any adjustments which may develop as a result of agreements which may be reached during Mr. E. F. Heishman's antic-ipated visit on February 23
