IE Bulletin ITo 77-04 requested Consumers Power Company to describe how the Midland Plants Units 1 and 2 vill assure that the system design specification relative to control of pH in the containment sump after a LOCA vill be met for all operating conditions permitted by the technical specification. ,

l In response to this request, Consumers Power Company wishes to refer to Mr Roger S Boyd's I'ovember 11, 1977 letter to Mr S H Howell which accepted the Midland Plant FSAR for review and presented acceptance reviev questions, some of which are alr.ost identical to those contained in IE Bulletin 77-Oh. The Midland Plant FSAR vas docketed on ilover.ber 18, 1977 and review of the reactor building spray systen as described in FSAR subsection 6.2.2.1 is presently in progress.

Since the Midlar.d Plant is under active review by the Director of Reactor 1 Regulation, vc feel that resolution of concerns affecting design and technical specifications vill be adequately dispositioned between the applicant and IIRC through that process. Therefore in response to IE Bulletin 77-04, we direct you to the Midland Plant R3AR and our responses to liRC questions contained therein.
