Dear Mr. Reid:
Your letter of March 19, 1979, requests additional information regarding the design, design analysis, and fabrication techniques for our proposed modification for storing the reactor cavity annular seal plate during reactor operation. At this time our design of this modification has not progressed to the point which would enable us to provide the details requested.
The District was negotiating a cost sharing arrangement with the Metropolitan Edison Company for a Gilbert Associates design for the seal plate support at the time of the Three Mile Island incident.
This incident has interrupted these negotiations and the District does not possess a detailed design at this time.
In addition, a stress analysis of the reactor service structure must be perfonned by the Babcock and Wilcox Company before this design can be considered final. The District estimates an additional 90 days will 3e required to provide you with the information requested. We, therefore, propose to provide a response to your letter by July 31, 1979. We will assume this response time is satisfactory unless we hear from you to the contrary.
