In accordance with the purposes of Section 29 and 182 b. of the Atomic Energy Act (42-USC 2039, 2232 b.), the Advisory Committee on

Reactor Safeguards Subcommittee on Rancho Seco Nuclear Generating Station, Unit One, will hold a meeting on August 22, 1973, in Room 1046, 1717 H Street, N.
W., Washington, D. C.
The purpose of this meeting will
- ia be to. review the application of the Sacramento Municipal Utility District for a license to operate Unit One.which is located in Sacramento County, about 25 miles-southeast of Sacramento, California.
The following constitutes that portion of the Subcommittee's agenda for the above meeting which will be open to the public:
Wednesdav, August 22, 1973, 9:30 a.m. - 3:30 p.m.

Review of the application for an operating license (presentations by the AEC Regulatory Staff and the Sacramento Municipal Utility District and its consultants, and discussions with these groups).
In connection with the above agenda item, the Subcommittee will hold an executive session at 8:30 a.m. which will involve a discussion of its preliminary. iiews, and an executive session at the end of the day, consisting.of an exchange of opinions of the Subcommittee members and internal deliberations sud formulation of recommendations to the ACRS.
In addition, prior to the executive session at the end of the day, the 8004070 $??
Subcommittee may hold a closed session with the Regulatory Staff and Applicant to discuss privileged information relating to plant security and nuclear fuel design, if necessary.
I have determined, in accordance with subsection 10(d) of Public Law 92-463, that the executive sessions at the beginning and end of the s
meeting will consist of an exchange of opinions and formulation of recommendations, the discussion of which, if written, would fall within exemption (5) of 5 U.S.C. 552(b); and that a closed session may be held, if necessary, to discuss certain documents which are privileged, and fall within exemption (4) of 5 U.S.C. 552(b).
It is essential to close such portions of the meeting to protect such privileged information and to protect the free interchange of internal views and to avoid undue interference with agency or Committee. operation.
Practical considerations may dictate alterations in the above agenda or schedule.
The Chairman of the Subconmittee is empowered to conduct the meeting in a manner that, in hi s judgment, will facilitate the orderly
. conduct of business.
With respect to public participation in the open portion of the meeting, the following requirements shall apply:
(a) Persons wishing to submit written statements regarding the agenda item may do so by mailing 25 copies thereof, postmarked no later than August 15, 1973 to the Executive Secretary, Advisory Committee on Reactor Safeguards, U. S. Atomic

forth reasons justifying the need for such oral statement and its usefulness to the Subcommittee. To the extent that the time available for the meeting permits, the Subcomnittee will receive oral statements during a period of

(c) Requests for the opportunity to make oral statements shall be ruled on by the Chairman of the Subcommittee, who is empowered to apportion the time available among those selected by him to make oral statements.
