Dear Dr. Seaborg:

Thie letter i*s written on behalf of the Indiana Izaak Walton League in an expression of concern and support for those many citizens and organ-izations who are expressing their opposition to the proposed nuclear p,lant by Besse-Davis, on Lake Erie near Port Clinton, Ohio.

Your agency has heard from us before, typically on the siting of the Donald C. Cook nuclear plant on Lake Michigan, by Indiana & Michigan Electric Company. For cll practical purposes, your agency ignored these c'arlier siting objections , on the usual grounds that you were authorized to consider only nuclear hazards. The cost to +.he utilities of such rejection of the growing mass of public objection has already been large, as at the Consumers Power plant, South Haven. By the time present and future litigation has been resolved, the cos t will have been staggering to them, and will increase until public policy finally comes to grips wi.th the issue and separates the utilities from our Great Lakes water and en-vironmental resources.

While the questionmarks surrounding radiation and thermal adversities con-t inue , the overpowering esthetic intrusion represented by these installa-tiens is incon trover tible . Let me be clear in expressing our full under-standing that we no longer have any " perfect" choices in power plant citing and environmental effects. All choices will have liabilities. But in our view the total social, environnental and ecological cos t of con-tinued Great Lakes siting is unacceptable and intolerable; and in this view a growing mass .of public opinion agrees with us.

Wa anticipate, with growing resentment, that these appeals to effect sub-stantive policy changes will again be ignored; but we nonetheless want to be on record, both to urge rejection of this permit and so that the attitude ,

and future actions of our 5,500-member state organization of the Izaak Walton League will not be altogether surprising.
