potential safety hazards involved in scheduled shipments and transfers of fresh fuel elements to the Davia-Besas Nuclear Power Station, and transfers and shipments of spent fuel elements from the Davis-Besse Nuclear Power Station during normal routine operationd. If the Atonic Energy Commission permits construction and operation of 'the proposed
' facility in such manner as to render such transfers and shipments to be unduly hazardous as defined by the Council on Environmental Quality or other appropriate agency, the environmental effects resulting therefrom will adversely affect my health, safety, and economio interest.
