I had written you carlier about transnission lines leading into the Davis Besse Nuclear Pouer Plant to be m
built on Lake Erie in Ottawa County. I tras also with the group that met with you in Port Clinton.
At that meeting you said Public Utilities were governed by the State. In the State of Ohio, I have
.found that Public Utilities govern the State.
There isn't any authority ic the State of Ohio that can stop a Public Utility fron doing practically anything it wants to do, including running transnission lincs and railroads diagonally across peoples farms.
It appears that the only agency that may have any control over Davis Bosse, is the Atomic Energy Commission.
There is much concern in the area where the plant is being builb, as to how safe it will really be in this area. Not only as to how much radiation will escape, or how much pollution will be added to Lake Frie, but even as to how 10 4 million gallons of vapor per day from the proposed cooling tower will affect the farming com-munity for several miles around.
In our dealings with Toledo Edison we know they don't have any respect for peopics property, or for people themselves. If they did they would certainly try to reach an agreeable plan with the landowners in their path.
Now I see by the newspapers that the A.E.C. is con-sidering' granting them an exemption so they can start construction before they get their license. It states if there is an'immediate need for power an exemption can be granted.
How can an immediate need be shown when Toledo Edison had a 20 per cent surplus of electricity on their peak day, and..is selling lelectricitysto o,ther utilities?
