I have examined the present rate schedulos of Toledo Edison and the Cleveland El.ectric. Illuminating Company along with CEIts proposed rate increase now before the Public Utilities Ccnanission of Ohio. Such rates contain : promotional bicek rate structures weich are geared to increasing 31ectrical censu:tption. Such rate structures, when co3 pled with the advertie:Ing canpaigns of both applicants, deliberately expand tha der.and for electricity beyond and above needed generation capacity. If the aforesaid policies were abandoned, as our expert testitony will demonstrate, the need for the Dcvis-Besse plant would cease.
2.
The petitioner intendo to present evidence upon each allegation of NdPAsviolation if admitted to these prcceedings.
