Part 73.55(d)(7) requires that access to vital areas will be authorized by the issurr2e of specially coded nurbered badges " indicating, vital areas to uhich access is authori:ed." The lic:nsec maintains that the magnetic i
encoding of all badges satisfies this recuirc-'ent and that they are allc. sed a delay until August,1978 for ecuipcent and hardware not in place.
Magnetically encoded badges, although they are cacabic of providing or denying access to any given vital area via card readers, possess no intrinsic = cans of visually identifving the vital areas to which the person is authori:ed access.
In other words, miess there is su; ple-mentary systen of ecding bad.ces (by color or other scheme) to parallel the cegnotic encoding, an individual pho, by whatever teans, gains unautherized access to a vital area sculd be unidentifiable as an intruder.
It is cur belief that the intent of 573.55(d)(7), in view of the c:nbnsis en pcsitively centro 11ing access, is to -dc availabic (1) me ns by which to restrict entry to vital areas, and (2) c ans by which to detect un-authori:cd entry, albeit it 'culd be after the fact and be dependent tgon the alcrtness of those authorized entry.
