t Pu-suant to Section 2.72 0 (c) of the Cc aicsion's Rules of Practice (10 C.F.R. 5 2. 730 (c) ), the Departuent of Justice herchy responds to the " Applicant:' objections to tha 3 card's Sixth Prehearing Conference Ordor" (hereinafter " Objections").
The Department is replying to Applicants' pleading as if it were a motion since, although it has been dencminatad " Objections," it seeks affirmative action from the Licensing Board.
Applicants' objections appear to serve three functions.

First, they take exception to certain of the Board's rulings (paragraph 1).
Second, they purportedly request a "clarifica-ti~on" of the Board's " reformulation" of the matter in controversy 3
