In accordance with the understandings which vere reflected in Secretary Udall's letter of ?. arch 20, 1964 to Chairman Seabor::,
I am fervarding Volumes 1, 2 and 3 of the Preliminary Safety Analysis 2eport filed by The Toledo Edison Comeany and The Clev-land Electric Illuminating Company with their applicction for authorization to construct and operate the Day 12-Zesse Seclear Power Station.
The proposed facility is to be' located on the applicants' appro ti-nately 900-acre site on the southwest shore of Lake Erie, about twenty-one niles east of Toledo, in Ottava County, Ohio.
