Complete Supplement J13 of the Davis Besse FSAR contains reviaions in Chapter 12 which changed seco of the applicant's co::=tittments to score saf ety procedures. These particular revisims were made subsequent to the Radiation Protection Section input to i

Chapter 12 (Radiation Protection) of the Davis Besse SER and l

are unacceptable without further information. Consequently, reevaluatica cf safety positions taken in Chapter 12 of the SER vill be required unless the issues in question can be satisf actorily resolved with the applicant in future Davis Basse supple:aents. The following changes were nade by the applicant:

I alarm levels in contain==nt were changed from 1 x 10 pCi/cc to 1 x 10-7 pC1/ce. This new value would maan personnel exposure could be as high as -10 MFC before alarm actuation. Particulata and noble gas moultoring alarm points were also increased by an order of magnitude or l

greater. Similar changes were made in the wasta gas monitor and the misca112naeus radiological waste syntans monitors. These changes are unacceptable.

o JUN 2 4 1975 V. Moore The above issues were raised with the applicant via telephone by Leon Engle. Their verbal cosaittment for resolution of the first issue will be transmitted in a future supple:wnt. The second issue has not been resolved at this time.

We are concerned with the possibility of an applicant submitting supplements to his SAR that might affect SER staff positions with respect to his planning, designing and operating the station ir a nannar that will assure that occupational exposures will be ALAP.

Hopefully the issue with Davis Besse will be satisf accarily resolved on a single case basis, but if the issua becomes generic.
