SUBJECT:

ERROR IN ECCS ANALYSIS FOR DAVIS BESSE 1.

In reply to your question of January 24, 1977 regarding subject issue, I have reviewed the matter with appropriate cembers of the staff and with B&W. The issue is plant specific to Davis Desse and not.of generic concern.

The error in the ECCS analysis for Davis Besse was an error in the nozzle discharge coefficients. The analysis was plant specific to Davis Besse because of its raised loop design. The raised loop design (i.e., elevated Steam Generators) was used in an attempt to eliminate the internal vent valves, required in other B&W plants to permit pressure equalization between the inlet and outlet plenuns.

Subsequent to the initial construction, vent valves have been added to Davis Besse for other considerations. Other B&W plants are of the Oconee type and are unaffected by the current Davis Besse problem.
