DAVIS-8 ESSE 1 - TEST PROCEDURE TP 401.11. INSTRUMENT GROUND GRID TEST This mecorandam will confim our telephone conversation with you on August 5,1977 regarding the resolution of concerns over the instrunent ground installation at Davis-Cesse 1.

Toledo Edison Company's letter to J. C. Kenpler, Region III dated August 3,1977 indicated that Test Procedure TP 401.11 cannot be completed as intended because the Sabcock & Wilcox Company ( El) and Bailey Peter Company equipment is not actually installed with an isolated instrunent ground system connected to the station ground systea at one point only in accordance with the orir,inal design objec-tive. The basis of the test was to measure the isolation resistance between the instrument and station grounding systems based on the origi-nal design objective. A letter fron J. Stol: to Toledo Edison Ccapany cated April 7,1977 indicated that we wculd require the com91etion of TP-401.ll testing prior to entering Mode 2.

He understand from telephone discussions with Region III representatives, that it would take several months for the licensee to make the existing grounding system ccnfom to the original design objective.

We conclude based on the limited consequences of safety system failure within tiode 2 that the licensee can proceed to Pode 2 without completig Test Procedure TP 401.11, However, before Davis-Besse 1 can operate in Mode 1 (i.e., >5% rated power) Toledo Edison Company-must document '.ty._,,

they consider the present grounding installation; acceptable for"islant operation in Mode 1.

Following telephone discussions on this matter cn August S and 8,1977, we have scheduled a meeting with Toledo Edison for Wednesday, August 17, 1977 (1:15 - 4:00 PM, Room 372 East-West Towers); f 1
