DAVIS SESSE 1 ffJCLEliR PLANT - FIRE PROTECTION REVIE1 We have perforced an additional review of the Davis Besse Energency Plan in conjunction with the ongoing Fire Protection Program review.

We find that the infer ~.ation providad in the Energency Plan, thrcuch Revision 25 dated January 22, 1977, and the Fire Hazard Analysis Report, Revision 1 (sutnitted by letter dated January 11,1973) does not fully confern to those fire protection elements found in Regulatory Gui fe 1.101, Emergency Planning for Nuclear Power Plants. The enclosed report contains position statements relative to our review for trans-mittal to the appiicant.

The letter of agreement with the Oak Harbor Fire Department states that they will respond to requests for assistance from the Davis Besse plant. The letter does not provide sufficient evidence of the arrangements and agreements reached with this offsite agency.

It is requested that this agreement be revised to more clearly describe the responsibility and authority of the fire department when fighting fires at the site (Regulatory Guide 1.101, Annex A, Section 5.3.2).

The Fire Hazard Recort, Revision 1, at Table 4-1, (Sheet 3) identifies the training and drills provided for the ensite fire brigades and the Oak Harbor Fire Department.

It does not state that tne Fire Department will participate in a fire emergency drill at least annually.

In addition, the Energency Plan at secticns 3.2.6, 8.5, and 9 is neither specific as to the frequen:/

of the drills to be conducted, nor the training provided.

Revise the Emergency Plan, at Sections 8 and 9 to include this informat':c and conform to Regulatory Guide 1.101, Annex A, Sections 8.1.1 and 8.1.2.
