REQUEST FOR SER INPUT REGARDING THE TOLEDO EDISON C0'iPYiY'S PROPOSED LONG-TE"J4 SOLUTION TO MINI!!IZE EXCEEDItG APPENDIX G LI'1ITS FOR DAVIS BESSE, UNIT 1 The applicant has submittad a proposal (by letters dated Acril 7,1977 and May 2,1977) for the long-term solution to further minimize exceeding Appendix G liuits.
The proposal for the long-tern fix incorporates an interlock being crovid=4 which trips off the pressure heater in the pressurizer if the primary systea pressure reaches 230 psig and either one or both decay heat raroval isolation valves DHil and DH12 are not fully closed.
The Toledo Edison Company has already discussed these :atters with you, and at your request, the EIiCS branch has reviewed the electrical portions of tne submittal and has found the applicant's proposed fix to be acceptable.
The applicant has indicated they wish to implement their croposed design fix as soon as staff approval is obtained. Although we have allowed (condition to the operating license)-the applicant to implement the long-ter a fix up to the start of the 2nd fuel cycle, approval and implementation of the long-term solution to minimize exceeding Appendix G limits at this time is in the best interest of plant safety.
