Dear Mr. Stolt:
In response to your letter dated October 1, 1976, we have prepared the attached " Davis-Besse Nuclear Power Station Unit 1 Verification for Compliance With Appendix G Pressure-Temperature Limits During Startup and Shutdown." This analysis shows that for the first five effective full power years of operation the design and operation of the Davis-Besse Unit 1 is such that no single equipment failure or single operator error will result in 10 CFR Part 50 Appendix G limitations being exceeded and that no common equipment failure would both cause a pressure transient and render the mitigating equipment inoperable. Hence, the analysis concludes that for the first five effective full power years of operation no design modifications or change to operating procedures for the unit are necessary.
