DAVIS-BESSE UNIT NO. 1. COMPLIANCE WITH THE REQUIREMENTS OF GENERAL DESIGN CRITERION (GDC) 17 (AITS F30385H2)

The enclosed memorandum fra: Ragion III requests that NRR evaluate this facility's offsite electrical system design to creet certain rer,:Jirements of GDC 17. The inspector's specific concern relates to the imediate availability of the facility's preferred power source following a LOCA event when the plant is operating in a runback condition (f.e.,155 power level and the main generator output breakers cpen).

Briefly, GDC 17 requires a design of offsite power systems which will provide an alternate offsite power source to the plant "within seconds" following the loss of the normal offsite peser source.

Region III has detemined that in the event of a LOCA when the plant is in the runback condition, the emergency diesel generator would be imediately called upon to supply auxiliary pcwer without the fast transfer circuitry first attac:pting to provide auxiliary pot.cr from the alternate offsite pecer source.

In view of the above, wo suggest that the Division of Project Managerent evaluate the er. closed memorandum and detsmir.c the acceptability of this facility's offsite power systen design as it relates to requirements of GDC 17. IE:HQS will advise Region III of any new operational requirements for this facility's offsite electrical systen which may be imposed as a result of the NRR evaluation.
