Pursuant to your amorandum of December 1,1976, we have evaluated the need for requiring a natural circulation test as specified in Regulatorv Guide 1.63 for the elevated steam generator design for Davis Besse, Unit 1 (00-1).
The Toledo Edison Company has r.ot presented any supporting bases in the FSAR wnereby we can compare the efficiency of the raised loop design for J3-1 to tne results for the Oconce 177 FA lowered loop natural circulation tes t.
Therefore, since Davis Besse, Unit 1 is the lead facility for the Oconee 177 FA raised loop design, it is the staff's position that the natural circulation test be conducted for 08-1 during the power escalation chase of testing and that tne DB-1 FSAR be amended to include tne natural circulation test as specified in Requistory Guide 1.68.
