DATE OF EVENT: May 20, 1977

Conditions Prior to Occurrence: The plant was in Mode 5.

Power:

MWT-0, MWE-0 Description of Occurrence: The RPS had been placed in shutdown bypass during the cooldown after Hot Functional Testing.

The high flux setpoint was not reset to

$! 5% at this time in order to facilitate RPS and Nuclear Instrumentation Pre-Operational Testing. This violated Tc'chnical Specification 2.2.1 after Fuel Load.

Designation of Apparent Cause of Occurrence: The high flux setpoint was inadver-

tently neglected to be reset prior to initial Fuel Load as a result of a personnel

/ error.

Analysis of Occurrences:

Since all of the cont.rol rod drive breakers were open (all rods fully inserted) and the RPS tripped, the RPS was in a safe condition; creating no health or safety hazard to the public or station personnel.

Corrective Action: The RPS was returned to normal status and further similar occurrences will be avoided since the shutdown procedure requires we lower the flux setpoint to SES%.

Failure Data:

No previous similar events have occurred.
