t ATTACHMENT 1 TOLEDO EDISON COMPANY DAVIS-BESSE NUCLEAR STATION UNIT NO. 1 DOCKET NUMBER 50-346 SAFETY EVALUATION CUPPLEMENT MATERIALS ENGINEERING BRANCH MATERIALS INTEGRITY SECTION 5.2.7 Reactor Vessel Material Surveillance Program The applicant is evaluating a modification to the reactor vessel material surveillance program based on an increased number of material surveillance capsules subjected to irradiation. When the details of the proposed program are available and documented, we will evaluate any modifications to the existing raactor vessel material surveillance program to insure, continued compliance with Appendix H 10 CFR Part 50, and ASTM E 185-73 to the maximum extent practical. We will require that any approved modifications be included in the plant Technical Specifications.

Will the proposed Davis-Besse Unit No.1 material surveillance program continue to meet Appendix H,10 CFR Part 50, as stated in FSAR Section 5.1.57 2.
Will the proposed program conform with topical report BAW 10100A which is based on six capsules installed during the initial operation?

Does Babcock and Wilcox plan to submit a supplement to topical report BAW 10100A for the proposed Davis-Besse Unit No. 1 surveillance program?
4.
If the proposed integrated program is implemented with only five Davis-Besse Unit No.1 capsules initially installed (with the sixth installed at a later date), what method will be used to adjust the irradiation effects of the sixth capsule for the lower fluence?
Provide technical justification.
5.
Since six Davis-Besse capsules could be installed in the 12 available locations in accordance with the FSAR and Appendix H, what is the technical justification and benefits for not proceeding with the original program?
