Knighton, Chief, Environmental Projects Branch 1, RL REVIEW OF DAVIS-BESSE UNIT 1 TECHNICAL SPECIFICATIONS ON RADI0 ACTIVE EFFLUENTS We have reviewed the Davis-Besse Unit 1 proposed technical specifica-tions for radioactive releases. Based on our review, we find that the limiting conditions for operation are not based on the dose design objectives of Appendix I to 10 CFR Part 50, as required by 50.36a(b),
amended May 5, 1975. We consider the licensee's submittal to be un-acceptable for interim technical specifications.
In view of the requirements of Section IV and V of Appendix I, we recomeend deferral of any action on these technical specifications until such time as the licensee provides information as to how he intends to comply with the requirements of Appendix I and submits plans and proposed technical specifications for keeping releases of radioactive material as low as practicable.
