3.5 Tornado Missile Protection General Design Criteria 2 and 4 require that a nuclear power plant be de-signed against internally and externally generated missiles to assure no i
loss of function or damage to safety related equipment essential for safe plant shutdown.
In addition, Standard Review Plan 3.5.1.4 specifies the tornado missile spectrum against which a nuclear power plant must be pro-tected. Our review of Davis Besse Unit No.1 for tornado missile protection, which is based on the above Criteria and Standard Review Plan 3.5.1.4, found that the plant was adequately protected for at least missiles "C" and "F" in Standard Review Plan 3.5.1.4 with the exception of the primary coolant make-up system. The primary-coolant make-up tank does not have suf-ficient make-up capacity for cold shutdown. The applicant has comitted to provide the necessary make-up capacity for cold shutdown that is tornado missile protected.
Therefore, we conclude that the plant at the OL stage is adequately protected for tornado missiles as outlined in Standard Review Plan 3.5.1.4 and is acceptable.
