Dear Mr. Case:

Under separate cover we are transmitting an application for amendment to the Operating License No. NPF-3 for the Davis-Besse Nuclear Power Station Unit No. 1. Three (3) original and forty (40) conformed copies of the transmittal sheet together with forty-three (43) copies of the application are included. This application requests that the React,c Protection System (RPS) surveillance requirements contained in the Davis-Besse Nuclear Power Station Unit No. 1 Technical Specifications (Appendix A to the License Number NPF-3) be revised to reflect replacement of reactor coolant system pressure transmitters with transmitters which minimize drift effects associated with the replaced transmitters. We specifically request that the Channel Calibration frequency be changed from once every 120 days to once every 18 months. The 18 month Channel Cali-bration frequency of these transmitters meets the guidelines for surveil-lance testing contained in IEEE 279-1971. As addressed in the application, the changes to the FSAR to reflect the use of the replacement transmitters were included in Revision 25 to the FSAR which was submitted to the NRC on December 30, 1976.
