Dear Mr. Case:

Under separate cover we are transmitting an application for amendment to Facility Operating License No. NPF-3 for the Davis-Besse Nuclear Power Station Unit 1.

Three (3) original and forty (40) conformed copies of the transmittal sheet and forty-three (43) copies of the application are included, together with the report " Safety Evaluation of the Spent Fuel Storage Capacity Modification for Davis-Besse Nuclear Power Station Unit 1".

This report, in addition to containing the reasons for the requested changes, details of the design, design analysis, and safety evaluation of the proposed modification, includes modified Davis-Besse Unit 1 FSAR material to facilitate the NRC staff's review.

Due to the present and expected near-term shortage of reprocessing facilities and other uncertainties associated with the tail end of the LWR fuel cycle, it is necessoty tu teplace the exist.ing Davis-Besse Unit 1 spent fuel storage racks (260 assembly capacity) with high capacity spent fuel storage racks (735 assembly capacity).

It will be necessary to complete this modification before the first refueling (which is anticipated to be in mid to late 1979), in order to replace the racks with no spent fuel in the pool and to maintain the ability to discharge spent fuel while maintaining full core (177 fuel assemblies) off-load capability.
